I think all freeroam sessions should be friendly at the core. When you enter a session you should be shown as a white blip and are essentially in passive mode (an improved one that does not allow players to kill or be killed by other players in any way).
Incorporate a system much like the impromptu racing where when two white blips are near each other it pops a message saying you can enter "active" mode. At any time while in session a player can go "active". This means you are now a threat to other active players and can be killed by other active players. Your blip turns red. When a passive player comes within a couple city blocks of an active player a message pops up to ask if you want to go active. If you do...then game on, pvp as per currently in game.
If not then you can remain passive but stores, vending machines, lsc basically everything in that active players radius will be inaccessable to you or any other passive player. This means that active players have control of the city unless others go active and fight them for it. Passive players would have to find safer areas to shop.
When you choose to go active you would be shown two lists of names for team A and team B. Use the d-pad to choose left or right...or select down to not be placed in a team and run solo being an enemy to both sides.
Both teams would be red to passive players but active players would see enemy team as red and friendly team as blue. You would not be able to harm friendlies.
Upon death, you will get to choose between active or passive respawn.
Now tie this in with jobs...it would require 1 job point every time you respawn as active. This way, one team can actually win the turf war by causing more deaths on the other team than they have points to respawn from.

There should be two free modes. One where anything goes, kill anything that moves, spawn kill, no bad sport punishment. One where people join with the intention of meeting people to do missions, races etc with no player killing. If you exploit to player kill you get dumped in bad sport or banned from friendly mode

I have seen suggestions along those lines and two things come to mind...that seperates the playerbase even further than it is...and it forces you to choose ahead of time to play safe or play hell...no inbetween, no balance, no quick mind changes.

GTA IV's solution of friendly fire on or off would be a good call, in FF Off mode your character should be made of stone so any noob trying to run you over only damages their car as if they were hitting a concrete bollard !!

People would just abuse the Active mode, they would go active and kill then just run off and turn it off again. It would be a coding nightmare to institute a timer and all that into a game that doesnt currently have it.

As I was considering purchase of GTAV I read Rockstars description of GTA Online I had a vision of an open world lobby to meetup with players, play minigames. launch missions, and essentially play co-op style. Which is essentially what GTA Online is. I had no idea it was going to a griefer filled deathmatch arena full of rampant asshats. I did not play GTA IV multiplayer, I hear it was similar. I have read in many posts on other forums where folks complaign of the FR antics and most replies are "It is GTA what did you expect", well I didn't expect the stoopid shit. In SP game not everyone is trying to cause havoc 24/7 and I do not roam around blasting everything I see. If it wasn't for the crew/invite only session option I would not play GTA Online. I do enjoy the racing, co-op missions, and minigames in multiplayer. Deathmatches and rival gang wars is fine just not my favourite thing to do.
Running around trying to kill evryone for no reason has no appeal to me. I honestly don't get it. You get nothing, no scores, no money, there is a K/D ratio but it doesn't mean shit. My theory on why peeps like to rampage in FR so much is because you can't lose. If you die in a deathmatch, FPS shooter game, etc. you lose something. Whether is points, the game, or whatever. If I die in random free mode it really doesn't matter. I lose a little bit of GTA$, but no weapons, skill points, or anything significant to progress of the game. Therefore there is no sport in it. I can gain nothing to help me advance in GTA Online by hunting down and killing every dot on my map.
I am glad there are various way's have sessions available. From what I have seen now I do think a PVP session option would be good, and I would never go there.

The DM's are empty, so some people (Meaning me !) tend to shoot everyone in the hope they will message me for a DM Game ! If I get a message to stop I always do (have had those messages repeatedly !!)

The reason I ran around shooting everyone (well, strangers only - not buddies/crew) was because Rockstar told me to. They said "Hey! If you want this tattoo you're gonna have to kill xxx people". Then when I'd almost killed 1,000 players I saw the pistol whipped tattoo and thought that looks nice. So went to get that one too. Haven't really been out killing people since I got them and stick to invite only sessions but it can be fun
I agree the game needs some sort of friendly FM mode where you can do whatever you want with strangers without worrying about getting ran over or shot in the back. But what it really needs is a way to go from an open FM to a friends/crew/invite only FM. I'm tired of the game giving me the usual fail messages (session cannot be contacted, timed out blah blah) and then moving me from my invite only session to a normal FM session. So then I have to leave GTAO and load it up again to get back to where I was. It's not like it's quick to load

I typically don't kill anyone in free roam, I only really use it to mod my cars or drive around in them. The only exception is if more than one person randomly kills me / blows up my car, then I will call Pegasus for my tank and make everyone leave the session so I can mod in peace
